MISA

The Municipal Infrastructure Support Agent (MISA) is a national government component constituted in terms of Section 7(2) Schedule 3 of the Public Service Act of 1994 (as amended), accountable to the Minister for Cooperative Governance and Traditional Affairs.

The rationale for the establishment of MISA is to support accelerated municipal infrastructure development to eradicate service and rehabilitation backlogs related to the provision of basic services as well as to develop the capacity of municipalities to sustainably deliver and manage infrastructure. The principal mandate of MISA is the provision of technical capacity support for infrastructure development and management as well as the building of relevant technical skills for the benefit of the entire local government sector.

The investment by CoGTA through MISA into the development of the Municipal Infrastructure Performance Management Information System (MIPMIS) is thus an attempt at creating a central robust asset repository, under the stewardship of the state, that provides the basis for valuing, operating and maintaining municipal assets and estimating asset management funding requirements in compliance with the budget format published by the National Treasury to assist municipal technical departments with regards to infrastructure asset management.

MIPMIS is an asset management system that will enable MISA, municipalities and national sector departments to systematically monitor municipal planning, development, maintenance and management as well as the provision of municipal services. The primary objective of MIPMIS is to improve the performance of municipalities in developing and managing municipal infrastructure as well as in delivering municipal services.

The centralisation of municipal asset registers largely through MIPMIS is envisaged to enable strategic municipal infrastructure asset management by municipalities, provinces and national line and sector departments. The centralisation of municipal asset registers is also envisaged to improve the capacity of the local government built environment practitioners to manage municipal infrastructure, comply with National Treasury capital asset management guidelines and MFMA GRAP 17 especially on the need for having credible asset registers and asset management plans in place as a MIG-condition for the funding of new infrastructure.
